1. Embassy Bujumbura received a congratulatory letter for
President-Elect Barak Obama dated November 7, 2008, from Mr. Jremie
Ngendakumana, Chairman of the ruling political party Conseil
National pour la Dfense de la Dmocratie-Forces pour la Dfense de
la Dmocratie (CNDD-FDD). The original letter is being forwarded to
the Department for transmission to the President-elect's transition
team.

country, the ruling Party CNDD-FDD in Burundi has a great pleasure

Your election is a great change and a new dawn not only for
Americans, but also for the whole World which has a lot of
expectations as far as unification and sustainable peace and
development.

We have no doubt in your ability to address important issues such as
the fight against poverty, the war in Iraq and Afghanistan, the
fight against terrorism, etc.

We wish to your Excellency a great success in your new
responsibilities and looking forward to see the good relations that
exist for a long time between people of the United States of America
