BANGKOK TACTICAL SAFETY AND PLANNING COURSE

1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified in paragraph 2 below. The
individuals listed below are candidates to attend the ILEA Bangkok
Tactical Safety and Planning Course from December 8-18, 2008.

violations by the individuals listed above, post should inform the
Department and not proceed with training.
