1. (U) On November 24, Poloff delivered Reftel demarche to
Absalom Nghifitikeko, social and humanitarian desk officer of
the multilateral affairs department of the MFA. Nghifitikeko
said he would convey the USG position to the MFA's senior
leadership, but he had no substantive comments on the
demarche.
