SUBJECT: MEA UNRESPONSIVE ON INDIAN CANDIDATE TO HEAD UN
OFFICE OF INTERNAL OVERSIGHT SERVICES

REF: A. SECSTATE 16301
B. SECSTATE 16709

1. (U) On February 24, PolOff reached out to the Ministry of
External Affairs (MEA) United Nations Political Division
(UNP) in an effort to gain more information about Kamlesh
Vikamsey, the Indian candidate to head the UN Office of
Internal Oversight Services (OIOS). Sanjay Rana, the
Director of UNP, was not aware of Vikamsey's candidacy, but
he was able to confirm that Vikamsey is currently not a GOI
employee.

2. (U) Post obtained Vikamsey's CV online and will send it
via email to Washington points of contact. Our Mumbai
Consulate is attempting to contact and meet with him -- it
appears he is a senior partner of an accounting firm in
Mumbai -- and will report septel its assessment of Vikamsey.
