4. THERE ARE NO SIGNIFICANT IMPEDIMENTS TO PROSECUTION
OF SUSPECTED TERRORISTS. HOWEVER, ZIMBABWE DOES NOT
HAVE EXTRADITION TREATIES WITH MOST NON-COMMONWEALTH
COUNTRIES.


D. RESPONSE TO TERRORISM

5. ZIMBABWEAN OFFICIALS DID NOT MAKE ANY PUBLIC
STATEMENTS ABOUT TERRORISM IN 1992. THE JULY 20, 1991,
BOMBING OF THE HARARE SHERATON HOTEL AND THE MAY 24
BOMBING REMAIN UNSOLVED. FOUR SOUTH AFRICAN AGENTS
CONVICTED OF TERRORIST ACTS IN THE 1980'S REMAIN ON
DEATH ROW.


E. MAJOR COUNTERTERRORISM EFFORTS

6. IN ADDITION TO DEPLOYING UNIFORMED POLICE OUTSIDE TH
U.S. EMBASSY, ZIMBABWE CONTINUED TO MAINTAIN A
SIGNIFICANT MILITARY AND POLICE PRESENCE ALONG THE
MOZAMBICAN BORDER TO DETER INCURSIONS BY RENAMO.


F. SUPPORT FOR INTERNATIONAL TERRORISM

7. ZIMBABWE HAS FULL DIPLOMATIC RELATIONS WITH CUBA,
IRAN, IRAQ, LIBYA, NORTH KOREA, AND THE SO-CALLED "STAT
OF PALESTINE." ALL MAINTAIN EMBASSIES IN HARARE, AND
THE PALESTINIAN LIBERATION ORGANIZATION'S (PLO'S)
REPRESENTATIVE IS THE DEAN OF THE DIPLOMATIC CORPS. IN
INTERNATIONAL FORA ZIMBABWE HAS CONDEMNED TERRORISM IN
GENERAL.


G. SUPPORT OF TERRORIST SUPPORTING COUNTRIES

SUPPORT OF A TERRORIST SUPPORTING COUNTRY ON A TERRORIS

9. THERE HAS NO SIGNIFICANT CHANGE IN ZIMBABWE'S
ATTITUDE TOWARD TERRORISM IN 1992. RELATIONS WITH CUBA
IRAN, IRAQ, AND LIBYA HAVE BEEN COOL, WITH
IRANIAN-ZIMBABWEAN RELATIONS DETERIORATING BECAUSE OF
IRANIAN EFFORTS TO BRING ISLAMIC FUNDAMENTALISM TO
ZIMBABWE.


I. COMPLIANCE WITH UNSC RESOLUTIONS ON LIBYA

10. ZIMBABWE HAS NOT COMPLIED WITH UNITED NATIONS
SECURITY COUNCIL RESOLUTIONS ON LIBYA. VICE PRESIDENT
JOSHUA NKOMO AND MINISTER OF FOREIGN AFFAIRS NATHAN
SHAMUYARIRA HAVE VISITED LIBYA, AND TWO LIBYAN MINISTER
HAVE VISITED ZIMBABWE SINCE THE RESOLUTIONS WERE
PASSED. ZIMBABWE HAS NOT EXPELLED ANY LIBYAN DIPLOMATS
ALTHOUGH FIVE LIBYANS, INCLUDING ONE LIBYAN DIPLOMAT,
DEPARTED VOLUNTARILY IN 1992.
