MISSION SPOKESMAN CHRIS POOLE SAID THAT NO
MILITARY PLANES HAD TAKEN OFF FROM THE FOUR
AIRPORTS UNDER OBSERVATION IN CROATIA. HE
CLARIFIED REMARKS REPORTEDLY MADE BY CEDRIC
THORNBERRY IN BELGRADE THAT MILITARY PLANES "FROM
CROATIA" WERE ALSO FLYING INTO B-H. POOLE SAID
THORNBERRY HAD IN FACT BEEN REFERRING TO MILITARY
AIRCRAFT TAKEOFFS FROM THE SERBIAN-CONTROLLED
AIRPORT IN UDBINA (SECTOR SOUTH) OF CROATIA.

PRESS CONFERENCE THAT THE MINISTRY OF THE INTERIOR
SO FAR THIS YEAR HAD RECEIVED 122,825 CITIZENSHIP
REQUESTS. 86,709 WERE GRANTED AND 6,810
REJECTED. A STAFF OF 2,000 EMPLOYEES PROCESSES
2,000-2,500 REQUESTS DAILY. JARNJAK ACKNOWLEDGED
THAT THERE HAD BEEN CASES IN SEVERAL TOWNS WHERE
RESIDENCE PERMITS HAD NOT BEEN PROPERLY PROCESSED.

DURING THE FIRST NINE MONTHS OF 1992. THE MUP HAS
ALREADY REGISTERED 19,449 CRIMINAL ACTS, WHICH IS
MORE THAN REPORTED IN ALL OF 1991. THE POLICE
DETAINED 42,095 SUSPECTS, INCLUDING MANY
RECIDIVISTS AND MINORS. THERE HAVE BEEN 2,753
BOMBINGS AND 837 ARSON FIRES, A 70.3 PERCENT
INCREASE OVER 1991. THESE CRIMINAL ACTS DAMAGED
OR DESTROYED 2,917 HOUSES, 457 CARS, 240 SHOPS AND
RESTAURANTS, 182 FARMS, AND 78 MONUMENTS.

AND LOCAL GOVERNMENT REORGANIZATION WERE
CRITICIZED AT A NOVEMBER 24 MULTI-PARTY ROUNDTABLE
SPONSORED BY THE CROATIAN NATIONAL PARTY (HNS).
HNS LEADER SAVKA DABCEVIC-KUCAR SAID THE LAW WAS
HURRIED. SHE CRITICIZED THE RE-DISTRICTING PLANS
AS BEING AN EFFORT TOWARD "STATE CENTRALISM."
ADDING MORE BUREAUCRATIC LAYERS WILL ALSO MEAN
MORE EXPENSE, SHE ARGUED. FORMER COMMUNIST PARTY
SDPH (SOCIAL DEMOCRATIC PARTY OF CROATIA) LEADER
ZDRAVKO TOMAC SAID CROATIA IS OUT OF STEP WITH
INTERNATIONAL TRENDS TOWARD MAKING FEWER SMALL
ADMINISTRATIVE UNITS. HSS (CROATIAN
PEASANTS'PATRY) LEADER DRAGO STIPAC CALLED THE
PROPOSED ZUPANIJA LAW "TOTAL IMPROVISATION IN AN
AWKWARD MOMENT."

NORTHEASTERN BOSNIA FIRED TEN SHELLS AT THE
VILLAGE OF BABINA GREDA IN THE ZUPANJA REGION,
DAMAGING MANY HOUSES. NO CASUALTIES WERE REPORTED.

9. THE MILITARY DISTRICT COURT IN SPLIT OPENED
LEGAL PROCEEDINGS AGAINST 14 MEMBERS OF THE
SERBIAN DEMOCRATIC PARTY IN DUBROVNIK. THEY ARE
ACCUSED OF PARTICIPATING IN THE WAR AND HELPING
THE YUGOSLAV ARMY AND SERBIAN EXTREMISTS. FIVE OF
THE ACCUSED ARE IN CUSTODY IN DUBROVNIK. THE REST
REMAIN AT LARGE.
