Remarks After His Meeting with Ecuadorian President Lucio Gutierrez

Secretary Colin L. Powell Washington, DC February 10, 2003

QUESTION: Mr. Secretary just on Iraq, have you received assurances that France and Germany will not veto a second resolution on Iraq at the UN?

SECRETARY POWELL: Germany doesn't have any veto rights. Germany's not a permanent member of the Security Council. And we'll consult with all of our colleagues on the Security Council when the time comes. Those consultations have begun now.

QUESTION: Mr. Powell, what did you talk about with President Gutierrez?

SECRETARY POWELL: We talked about a full range of issues, from economic development to immigration issues, to how we can help Ecuador with some of the needs they have to fight some of the challenges they are facing, whether those are economic challenges or assisting their military to become more capable, and we talked about the IMF arrangement that they have entered into.

It was a very excellent conversation, my first chance to meet the President and the new Foreign Minister.
