The most important reform on the way of economic development is the local governance reform. This was started by Vice Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Volodymyr Hroisman on the air of one of the Ukrainian TV channel.

"We should to decentralize administration system and transfer power at most to regions and also transfer financial resources to exercise these powers by local authorities. Some taxes should be leaved in the regions and local communities should decide on what purposes to direct the funds. So, we will give communities a real opportunity to develop their territories," Vice Prime Minister said.

According to him the appropriate decisions on the reform of local governance were worked out in the country in past history, but there had been no political will to put them into practice.

"There were only declarations. Therefore, everything what has been happened in our country in recent years - the result of over-centralization of power. Today we’ve resumed dialogue with our European partners on local governance reform. We will take as an example the experience of European countries, including Poland's experience," Volodymyr Hroisman said.
