Isthmus landscape architecture and urban design practise Founding Director - Gavin Lister
Mr Lister undertook the landscape assessment for the Ruataniwha Water Storage Scheme. He showed the board a 3D model he had developed at their request which depicts water level fluctuation in the reservoir.
HBRC Team Leader/Principal Scientist – Dr Adam Uytendaal
Dr Uytendaal told the board he was the joint author of the technical report “Tukituki Catchment: Recommended Water Quality Limits and Targets for the Tukituki Plan Change 6”.
Counsel for Environmental Defence Society questioned Dr Uytendal on maximum allowable zone loads (MALZs) for the catchment and how water quality data has been collected and used to inform the development of Plan Change 6.
He told the board with the right controls improvement in water quality can still occur with land intensification.
Aquanet Consulting Limited Principal Scientist - Water Quality - Dr Olivier Ausseil
Dr Ausseil told the board his overall conclusion is that TRIM is significantly more advanced than tools that have recently been used in similar processes, such as in the Horizons One Plan process, and that the model is fit for the purpose it has been used for.
Counsel for Environmental Defence Society questioned Dr Ausseil about the proposed water quality conditions for RWSS and TTPC.
Economic Consultant – Simon Harris
Simon Harris told the board the higher minimum flows in Plan Change 6 would decrease the reliability of irrigation at Tukituki (Red Bridge), Waipawa (RDS) and Tukituki (Taipairu Rd) sites. He said irrigators tied to the Red Bridge site would be most affected.
Clough & Associates Ltd Senior Archaeologist – Dr Simon Bickler
Dr Simon Bickler told the board no archaeological sites were recorded in the immediate vicinity of the proposed dam and reservoir.
Counsel for Ngati Kahungunu Iwi Incorporated questioned Dr Bickler about other pa sites in close proximity to the dam site. He said these were outside the direct impact zone of RWSS.
van Voorthuysen Environmental Ltd Director - Rob van Voorthuysen
Rob van Voorthuysen told the board he considered how Change 6 could be improved in light of the issues raised by submitters. He will continue giving evidence tomorrow (Thursday 28 November)
Opus International Senior Consultant (Natural Environment & Recreation) and Work Group Manager (Environmental Services) – Michele Frey
Michele Frey told the board she undertook the recreation assessment at the feasibility stage of the Ruataniwha Water Storage Scheme.
Counsel for Ngati Kahungunu Iwi Incorporated asked if Ms Frey if she had consulted with local maori. She said her focus was on recreational users, although she had spoken to HBRC’s cultural adviser Dr Benita Wakefield.
