Horowhenua District Council Civic Building Work To Commence

Horowhenua District Council will begin maintenance work at the Civic Building from 4 May 2026. Scaffolding required for the roof and balconies remediation project will be erected later in the programme.

The civic building, opened in 2007, is a significant council asset and requires renewal of key building elements to maintain full weathertightness and prevent further deterioration.

Work will focus on repairing and renewing parts of the roof system, including:

Following completion of the roof remediation, internal repairs will be carried out in affected public areas, particularly near the public toilets, where previous water got in, damaged wall linings and caused corrosion to steel framing.

Council confirms the civic building will remain open to the public throughout this work, with safety measures in place during scaffolding and construction activity.

Running alongside this work, will be a full replacement of the building’s Heating, Ventilation and Air Conditioning (HVAC) system. The existing system has exceeded its typical service life and no longer meets performance or efficiency standards.

We’re working with contractors to carefully plan this stage of work, with a focus on minimising impacts on customers and kaimahi as we undertake this important mahi. The two projects will overlap, with final completion expected late 2026.

“These works are about protecting a long-term asset, reducing future maintenance risk, and ensuring the Civic Building remains safe, and fit for purpose for our community,” says Chief Executive Monique Davidson.
