New Teaching Council Appointments

Education Minister Erica Stanford has announced five appointments to the Teaching Council of Aotearoa New Zealand, further strengthening the board.

David Ferguson, Chief Executive of the Teachers’ Institute, has been appointed as the new Deputy Chair of the Council. He will then assume the Chair of the Council role from 29 August when Robyn Baker ONZM’s term finishes.

“New Zealand’s education system is world leading and under David’s leadership, the Teaching Council will play a critical role in continuing to drive this. David has led school-based teacher-training organisation The Teachers’ Institute since it was established in 2023 and became its first Chief Executive in 2025,” Ms Stanford says.

“He is a member of the New Zealand Qualifications Authority (NZQA) Board and the Ministry of Education’s NCEA Professional Advisory Group. David was previously Headmaster of Westlake Boys’ High School for fifteen years.”

Tom Gott, a senior consultant with MartinJenkins, will take on Deputy Chair role from 29 August and will be joined by Kerikeri School principal Dr Sarah Brown and highly experienced director Andrée Atkinson. Ashhurst School principal Heath Chittenden has also been reappointed for a second term.

“All members bring a wealth of experience, strong institutional knowledge and diverse perspectives of teaching and education to the Council.

“I also acknowledge the leadership of all departing members and thank them for their service and dedication to the education profession. I’d like to particularly thank outgoing chair Robyn Baker ONZM for the significant contribution she’s made,” Ms Stanford says.

Tom Gott

Tom Gott is an Associate with MartinJenkins with expertise in governance, strategy and development, organisational performance and regulatory practice. He has a wealth of experience advising departments, Crown entities, and statutory agencies on effective governance and regulatory capability.

Andrée Atkinson

Andrée Atkinson is a qualified accountant with strong financial advisory skills. She has over 20 years’ experience as a director and has a high level of experience chairing risk and audit committees. Ms Atkinson also serves on the Boards of the New Zealand Qualifications Authority and Te Kura (formerly The Correspondence School).

Dr Sarah Brown

Dr Sarah Brown has been the Principal of Kerikeri School since 2018 and was previously the Deputy Principal. She has lectured in early childhood education (ECE) and primary teacher programmes at the University of Otago, the University of Auckland, Te Rito Maioha - Early Childhood Education and Dunedin College of Education. She completed her PhD in 2019, focusing on best practice for ECE/primary school transition. She is dedicated to growing the teaching profession with the support of schools and learning institutions.

Heath Chittenden

Heath Chittenden has already served on the Council for two months, filling a short-term vacancy. He has been a primary school principal for 18 years – the last ten years at Ashhurst School in Fielding. Ashhurst is internationally known for using the mastery-based/science of learning model to improve student outcomes.
