Urgency reinforced – Auckland Regional Rail Upgrade project

“Sir Ron Carter’s report doesn’t tell us anything we didn’t already know about the shortcomings of the rail project,” Auckland Mayor John Banks said today.

The case for urgent action to put a business-like governance and management structure around Auckland’s rail upgrade project has been reinforced by Sir Ron’s review.

“All the weaknesses I have uncovered about this project have been confirmed,“ Mr Banks said.

These include the lack of a confirmed project leader, the absence of a governance structure to mediate the 17 parties directly involved, and the fact that there is no business plan to confirm the funding accountabilities of the ARC and ARTNL within the project.

Mr Banks said he strongly concurred with the report that an accountable, independent professional project leader needs to be appointed without delay and needs to work in collaboration with the ARC and ARTNL in delivering the critical decisions to ensure the region had acceptable trains and carriages in place by the time Britomart opens next year.

“Even at this eleventh hour, with the right level of political will and co-operation by regional mayors and councils there is no reason why we can’t get our collective act together to get a project governance in place that will quickly get the rest of the project back on track. Time is running out,” Mr Banks said.
