Public Notification for plan change proposal
The Council today accepted that a proposal for a plan change at Prestons Road be allowed to proceed to public notification.
At a previous meeting the applicant requested that the Council deferred making a decision so further information could be provided and amendments made to the proposed plan change. The requested plan change proposes the rezoning of approximately 205 hectares of land between Lower Styx Road and Mairehau Road, to the east of Marshlands Road from Rural to Living G (Prestons), including provision for commercial activities and a school.
Sue Wells, chair of the Regulatory and Planning Committee says “This is an important procedural step and does not mean the Council agrees with the proposal. All that has happened is the applicant has provided additional information that was missing in the original application so the proposal is sufficiently complete for it to be tested through the public submission process.
“It is this process that will consider whether the plan change goes ahead,’’ she says. “This does not mean we agree with the any proposed development of Prestons Road, but that it is time to take the process to the next stage by going to public notification.’’
The Council may also take part in that process as the proposed plan change is not aligned with the long-term planning strategy , the Urban Development Strategy, and the proposed urban limits, says Councillor Wells.
“When staff put up the initial report there were outstanding concerns about how well the applicant had addressed issues such as funding of additional infrastructure, the effect of traffic management, and the effect of the development on open space and stormwater. says Councillor Wells. “As these have now been addressed, things will move on to the next stage.’’
