NewCore on budget and time


Auckland Council’s Finance and Performance Committee met today and discussed a range of issues relating to regional amenity funding, an update on the NewCore programme, and the Auckland Council’s performance report for the period 1 July 2014 to 31 December 2014. The following is a digest of decisions made.

The agenda is available on Auckland Council’s website and minutes will be added once confirmed. This meeting was also webcast on the council’s website and items will be available on demand within 24 hours of the meeting.http://councillive.aucklandcouncil.govt.nz/

Items 1 through 9 were administrative.

Items 9 & 10: Presentation from Auckland War Memorial Museum and presentation from the Museum of Transport and Technology.

These organisations provided a presentation on their work programme, key achievements and future work.

The Committee thanked representatives for their attendance and presentation.

Item 11 – Disposal Recommendation Report

The committee was asked to approve disposal of a non-service council owned property at 39 Taka Street, Takanini and the retention of 118 Rodney Street, Wellsford, which was previously the Wellsford Memorial Library, as a community facility that focuses on showcasing and promoting Wellsford.

The committee voted to approve the recommendations for the disposal of 39 Taka Street and the retention of 118 Rodney Street.

Item 12 – Auckland Regional Amenities draft Funding Plan 2015-16

This item asked for committee approval for Auckland Council’s submission to the Auckland Regional Amenities Funding Board on their draft Funding Plan 2015-16.

The Funding Board is an independent body, which is responsible for allocation of the annual funding provided by Auckland Council for the Amenities.

The committee voted to approve the submission.

Item 13 – IS Transformational Programme and NewCore Project Update

An update was presented on the progress of the NewCore project and more generally the IS transformationalprogramme and budgets for the period ending 31st December 2014.

The committee was advised that NewCore is tracking on budget, on time and on schedule. The project is now 32% complete, slightly ahead of its target of 29%. The project budget is also on target; with an actual spend of $20.8m within the approved $46.7m budget for the year.

Councillors asked a number of questions around benefits and requested more commentary around key indicators. A more detailed update on these aspects will be provided for the next update to the committee.

No decisions were required for this update and the committee voted to receive the progress report on the NewCore project and more generally the IS transformation programme

Item 14 - Māori Transformational Activity and Expenditure Report

An update was provided on the 2014/2015 second quarter activity and expenditure for activities which contribute to achieving the Māori transformational shift including the six Māori priority projects in the Annual Plan.

The committee voted to accept the recommendation noting the financial and non-financial information on Māori transformational shift activity in quarter two of the 2014/2015 financial year provided in this report.

Item 15 - Te Tirirti o Waitangi Audit response work programme update

An update was provided on the 2014/2015 work programme to deliver on priority elements in the third and final year of council’s Treaty Audit response work programme.

The committee voted to accept the recommendation noting the progress update on the Treaty Audit response work programme for the 2014/2015 priority actions.

Item 16 - Auckland Council performance report to 31 December 2014

This report provided an overview of the Auckland Council parent performance results for the period 1 July 2014 to 31 December 2014.

The committee welcomed the results and agreed to the recommendations noting the financial performance and key highlights and achievements.
