Greater Christchurch Regeneration Bill: A 5-year Plan for Christchurch

A 5-year plan is being considered by Parliament to shift Christchurch from earthquake recovery to urban regeneration. Cantabrians are invited to share their views with the Local Government and Environment Committee.

The bill will provide for a collaborative approach between central and local government to progress Christchurch’s regeneration over the next 5 years.

All regeneration plans would require consultation with the public and local authorities. These plans can be proposed and developed by local authorities, as well as Te Rūnanga o Ngāi Tahu.

A new transitional organisation would be established: Regenerate Christchurch. This organisation would focus on regenerating certain areas of Christchurch, such as the residential red zones. The Crown and the Christchurch City Council would jointly manage Regenerate Christchurch until June 2021, when it would be disestablished and a council-controlled organisation set up in its place.

Chair of the Local Government and Environment Committee, Scott Simpson MP, said: “We want to hear from Cantabrians about their ambitions for their city and how they think the Government can work with them and their councils to support a growing and vibrant place to live, work, and play.”

The bill would repeal the Canterbury Earthquake Recovery Act 2011.

Submissions to the Local Government and Environment Committee are due by 4 December 2015. The committee is due to report back to Parliament in February next year.
