Operation Commander:
Detective Superintendent Peter Marshall is the Operation Commander and responsible for the overall running of the operation.

Years of detailed planning have gone into the operation, which Mr Marshall fully expects to run smoothly.

"APEC 99 security is based on sound risk management principles, and as the New Zealand Police security policy is based on prevention, this will be the cornerstone of the APEC operation."

Mr Marshall is looking forward to the challenge of the Operation.

"The key tasks of maintaining public safety and security, facilitating VIP movements and keeping the peace will require patience, tolerance, firmness and restraint from all those involved but I'm sure that staff will take up the challenge to the best of their ability."

After APEC Mr Marshall continues his Operation Commander role, this time with the America's Cup.

Headquarters Group:
Superintendent Brett Marsh is second in charge of the overall operation and officer in charge of the Headquarters Group.

Mr Marsh will ensure the smooth running of the Special Operations control room.

This group is responsible for keeping the Operation Commander up to date with the operation's progress as well as liaising with representatives from the Ministry of Foreign Affairs and Trade, Defence Department and other emergency services.

After APEC Mr Marsh returns to his job as officer in charge of the Police Northern Communications Centre.

Technical Support Group:
Mr Mike Spence is in charge of the Technical Support Group.

This group is responsible for the development and implementation of:
the new special operations room AVL, automatic vehicle locator system EM2000, a computerised event management and information system a high definition television camera in the police helicopter Eagle

The group will also ensure that back-up facilities are available in case of any problems.

Support Group:
Inspector Brent Holmes is the officer in charge of the Support Group. This group provides administrative and logistical services for the operation.

Mr Holmes has spent three years planning the operation and attended the last two APEC meetings in Kuala Lumpar and Vancouver.

After APEC Mr Holmes moves onto the America's Cup operation.

Contingency:
Assistant Commissioner Paul Fitzharris is the officer in charge of the Contingency Group.

This group is responsible for implementing a contingency plan in the event of an emergency. This involves coordinating the deployment of Specialist Groups such as the Special Tactics Group, Specialist Search Group and Defence Department teams.

After APEC Mr Fitzharris returns to the Office of the Commissioner in Wellington where he is acting Deputy Commissioner.

Intelligence Group:
Detective Inspector Maurice Whitham is the officer in charge of the Intelligence Group.

This group is responsible for the collation, review, analysis and dissemination of intelligence related information. Also daily briefings of senior staff and officials.

VIP Security Group:
Superintendent Ted Cox is in charge of the VIP Security Group.

This group is responsible for the security of the motorcades transporting the Internationally Protected Persons (IPPs).

After APEC Mr Cox returns to his job as District Manager of the Counties/Manukau district.

Accommodation Group:
Detective Inspector Steve Rutherford is the officer in charge of the accommodation group.

This group is responsible for the security of the Internationally Protected Persons (IPP's) at their hotels.

Mr Rutherford returns to his job as head of the Counties/Manukau CIB after APEC.

Response Group:
Inspector Phil Molloy is the officer in charge of the Response Group.

This group will be deployed as required for crowd control situations such as a protest.

After APEC Mr Molloy returns to his job as Auckland City Prosecutions Manager.

Airport Group:
Inspector Trevor Horne is officer in charge of the Airport Group and is based at Auckland International Airport.

This group is responsible for the safe arrival and departure of the VIPs.

After APEC Mr Horne returns to his job as People Manager, Counties/Manukau District.

Traffic Group:
Inspector Sandy Newsome is the officer in charge of the Traffic Group.

This group's role is:
to minimise traffic disruption within the Auckland City area to ensure safe movement of VIPs between hotels and meeting venues to ensure the motorcade route is clear of traffic or obstructions

After APEC Mr Newsome will return to the Counties/Manukau District where he is in charge of traffic.

Venues Group:
Superintendent Alastair Beckett is the officer in charge of the Venues Group.

This group is responsible for security at the various meeting venues around town.

Superintendent Beckett returns to his job as the North Shore/Waitakere District Manager after APEC.

Specialist Search Group:
Inspector Nigel Morris is head of the Specialist Search Group.

This group is responsible for checking all APEC meeting venues, accommodation and motorcade routes.

Mr Morris begins a new job as Area Controller Rodney after APEC.

Major incident photography:
Sergeant Simon Schollum is in charge of the MIPS group for Operation APEC.

This group is responsible for photographing and videoing protest action or any other incident. This footage will then be used in case of complaints against police as well as identifying offenders.

Mr Schollum returns to Auckland photography section after APEC.
