Over the last two weeks there has been some media publicity around alarm installers not being qualified to install and security officers wanting to do more police work.

The alarm installers were a subject of the TV3 programme “Target” that showed some installers not carrying out their installations correctly. Fortunately none of the companies mentioned were members of NZSA, but it does bring to home the point that one must be vigilant on the requirements when installing systems.

The other was an article in the Otago Daily Times where security officers were wanting legal powers and government training to help cope with increasingly 'police-like' workloads. Scott Carter as Chairman of NZSA responded the next day rejecting such a call, saying that the best way forward was for the security industry to work with the police, not as police. He was also supported by the New Zealand Police, the NZ Police Assn and others in the industry.

You will see in the notice below that ASIS New Zealand are hosting the International President of ASIS International on Friday 29 October. (Note change of date from that advised in the last UP FRONT.) This is a true opportunity for security professionals to listen to a person leading the largest security association in the world - over 43,000 members. You will note that the event will be in Auckland but videoed to Wellington. Don’t not miss this opportunity.

Also TSSL are running security courses prior to Christmas. The cost - nothing. This is a chance for companies to get their staff trained. See article below.

8. Yellow Pages Link Yourself Vehicle Immobilisation could soon be Compulsory

A proposal by the National Vehicle Crime Reduction Programme to make engine immobilisers compulsory for all vehicles imported into New Zealand under 10 years of age is now being presented to cabinet for approval and has the support of the NZSA.

The NZSA made submissions recommending the Star Rating system and that systems must be fitted by Registered Installers.

The proposal requires minor legislative amendments and once this is approved for progression then the NZSA will play an important role in approving systems and certifying registered installers. This will be a major benefit to NZSA members and we look forward to being part of lowering vehicle crime.

TSSL specialises in delivering training to security officers who are already employed; but every year just prior to Christmas they receive calls from companies who urgently require qualified staff. This year TSSL has entered into an arrangement with the Wellington Institute of Technology to produce security officers ready to work, with the Level 2 National Certificate in Security, by mid December.

Courses will be running in Auckland, Wellington and Christchurch from November 8. These courses, are five week long day courses, will be run on a no fees basis, but learners will only be accepted if they are suitable for employment in the industry.

ASIS International has entered its 50th year. As part of the worldwide celebrations, ASIS Chapter 148 is delighted to announce the visit to New Zealand of the President of ASIS International, Shirley A. Pierini, CPP. Shirley will address the ASIS New Zealand, Auckland Branch at its monthly breakfast meeting on Friday 29 October 2004. (Note date change to that advised in the last edition of UP FRONT.)

The meeting will be at the usual time (0715am for 0730am), but please note that the venue has changed to the Open Polytechnic, Ground Floor, Duthie Whyte Building, 120 Mayoral Drive, Auckland. This is to facilitate a video link with the Wellington Branch. Please RSVP for catering purposes (if you haven't already done so) as soon as possible by emailing Michael Pepper, ASIS Chapter 148 Deputy Chairman at michael@scg.co.nz.

Shirley A. Pierini, CPP, President of ASIS International

Shirley Pierini, CPP, has more than 25 years of corporate security management and law enforcement experience. Currently, she is Vice President of Corporate Security and Safety for Ameriquest Mortgage Corporation, based in Orange, California.

Over her security industry career, Ms. Pierini has worked both domestically and abroad. She developed Bank of America's executive protection program for executives and their families; implemented operational security programs for McCaw Cellular Communications and L.A. Cellular; and conducted threat assessments for Mitsubishi Motor Sales of North America, Dell Webb Corporate offices, and the CNN building in Los Angeles, among others. Ms. Pierini is also a well-respected expert witness and a physical security consultant for threat assessments of corporate facilities, school districts, and houses of worship.

In 2004, Ms. Pierini assumed the presidency of ASIS International, having held numerous positions with the Society over the past 18 years. During her progression through the leadership ranks, she served at both the chapter and regional levels, was appointed to the Professional Certification Board (PCB), and chaired the ASIS Council on Telecommunications Security. She was elected to the Board of Directors in 1997.

The strategic priorities that Ms. Pierini has established for ASIS International in 2004 are:

· Incorporate business management concepts and applications into the Society's education programs.

· Provide innovative and timely educational programming and use technology-based delivery systems to satisfy current attendees while attracting new participants in ASIS-sponsored education programs.

· Research, develop, and promulgate guidelines for the security industry.

· Advocate the role and value of the security management profession and ASIS International throughout the business community, media, government entities, and the public.

· Provide government and private sector policymakers with the information and expertise they need to develop homeland defense strategies.

· Ensure that information technology security and the traditional security function are positioned and integrated in the evolving body of knowledge in security.

Ms. Pierini is a Certified Protection Professional (CPP), which indicates that she is board certified in security management. She also is an active member in the Association of Threat Assessment Professionals, and is a life member of Southern California Chief Special Agents. She holds a Bachelor's Degree in Business Administration and a Master's Degree in Business Administration from the University of Phoenix. She has become a respected authority in executive offshore travel, and has made numerous appearances on CNN and other talk shows since the events of 9/11.

Southern Region

An excellent meeting was held on 7 October. We had the normal supporters of the meetings turn up, and their effort was rewarded by a very interesting evening. Julian Watson from IAG discussed how the NZ Insurance market (and our premiums) are affected by the global insurance climate, and it actually made sense! He also gave examples of recent break-ins and fire saves. David Proud also gave a brief report on Board business. Those who want full minutes can contact him on the e-mail address below.

For those in Christchurch, get behind your Association and make an effort to improve it. We would like to see more people at next year's first official meeting to be held in February.

In the meantime, the next meeting will be an informal gathering on Thursday 2 December at the Twisted Hop, down Ash Street (lane) off Litchfield Street, or off High Street of Madras. Starting time will be 5.00 pm. See you there!

There is no such thing as total information security, but organizations are required to understand the risks and adopt a strategy to reduce them to acceptable levels. Perhaps a hackneyed word but a holistic approach must be adopted to ensure that threats to critical information assets are effectively managed; it’s not just antivirus software and firewalls!

The Presenter: Steve Taylor

Steve Taylor is Information Security Manager at The University of Auckland. Steve has worked in the area of computing for almost 30 years, having written his first program in 1974 on an Olivetti P203. Steve studied and gained degrees at Aberystwyth University in Wales and at University College London. He is a member of the Royal Institution of Chartered Surveyors and worked in the UK for 15 years in the areas of digital mapping and surveying.

Steve arrived in New Zealand in 1993 and has worked in the areas of IT strategy, policy development, IT architecture and information security at Air New Zealand and CLEAR Communications. He joined the University of Auckland in June 2002.
