In 2008, Mr Grant spent a period of time in New Zealand on behalf of the UK Department of Health reviewing incentives within primary care for improving access and reducing inequalities.

Before joining the National Health Service, Philip was a qualified Associate of the Chartered Institute of Bankers and has since qualified as an Accountant with the Chartered Institute of Public Finance and Accountancy.
