Brash Details Nat Ed Policy In Speech

    - "It is bizarre that in the 21st century we should manage our education system as a public monopoly, dominated by two powerful trade unions and a rapidly expanding Education Ministry bureaucracy, with one pay scale from early childhood to secondary school. In this structure, principals and boards on the one hand, and parents and children on the other, are mere pawns in a bigger game, where the bureaucracy and the trade unions share operational control of the enterprise of educating our young."
