Dalziel announces four re-appointments to the Standards Council

Commerce Minister Lianne Dalziel today announced the re-appointment of John Albertson, Richard Gibbons, Ellen Ramsay and Carol Stigley to the Standards Council.

"I am pleased to re-appoint John, Richard, Ellen and Carol because they have my full confidence and they also have the support of several industry bodies which re-nominated them to their positions," Lianne Dalziel said.

The Standards Council’s primary functions are to develop standards, and to promote, encourage and facilitate the use of standards, which benefit all New Zealanders by improving safety, quality, prosperity and convenience.

John Albertson is the Council’s Deputy Chairman and has experience in the retail sector. Richard Gibbons has experience in the energy sector. Ellen Ramsay represents women’s interests on the Council and has extensive experience in the health, local government and community sectors. Carol Stigley is a professional company director and is the Chair of the Council’s Risk and Audit Committee.

John Edwin Albertson

John Albertson has been Chief Executive of the New Zealand Retailers’ Association since 1997. He was previously Chief Executive of MRL Research Group, and Group Marketing Director for the footwear company, Hannah & Co Ltd.

He is involved in standards-setting not only through his work on the Standards Council, but through his directorship positions in the Retail Industry Training Organisation, New Zealand Food Safety Advisory Board, and GS1 New Zealand, a global organisation providing supply chain standards and technologies, the most famous of which is the bar coding system.

George Richard Gibbons

Richard Gibbons is an internationally registered professional engineer. His operational and management experience spans over 30 years, primarily in the electricity sector but also in the construction, gas, water and wastewater industries. He has been a director of Transfield Utility Services and the Electrical Supply Industry Training Organisation and is a past president of the Electricity Engineers’ Association of New Zealand.

He has worked with standards and assisted with their development not only through the Council but also as a member of the Institute of Professional Engineers of New Zealand professional practice board.

Ellen Ann Ramsay

Ellen Ramsay originally trained as a registered nurse and has gone on to work extensively in the health, local government and community sectors in the South Island, in both paid and unpaid work.

She is a company director with PM Heffernan Ltd, City Rise Ltd and Access Homehealth Ltd. She is also a trustee of Otago Life Education Trust, New Zealand Rural Communities Trust, and New Zealand Landcare Trust. She has been a member of Rural Women New Zealand since 1978 and became its National President in 2001. In 2005, she was awarded the Queen’s Service Medal in recognition of her services to the community.

Carol Beatrice Stigley

Carol Stigley’s career encompasses not only local government but includes central government and the private sector. She served for seven years as Chief Executive of the Ministry of Consumer Affairs, working with consumer and business organisations on policy, standards, complaints schemes and trade measurement.

She held the position of Chief Executive, Local Government New Zealand, from 1995 to 2000. She is currently a director on various boards, Deputy Chair of the Wellington Branch of the Institute of Directors, and a trustee on the Wellington 2020 Communications Trust.
