Youth Recidivism Skyrocketing

Skyrocketing repeat Youth Court appearances are yet another clear illustration of how the youth justice system is failing our youth and our nation, says New Zealand First law and order spokesman Ron Mark.

Mr Mark’s comments follow the release of answers to his parliamentary question which reveal that the numbers of 14 to 16 year olds making 2 or more appearances in the youth court has almost doubled since 2002, while the number of children and young persons making 2 or more youth justice family group conference appearances rose by 63.2% in the same period.

“These figures clearly show that the youth justice system is failing in its efforts to keep young offenders from reoffending and confirms that the current system provides no deterrent to offending whatsoever,” said Mr Mark

“Over 40% of those appearing in the youth court last year were repeat offenders, and an astounding 39 youths were making their ninth or more appearance, compared with only one in 2002.

“One struggles to comprehend why the system would allow recidivist offenders so many chances. Nine or more chances within a three year period makes the system a joke. What message does it send to these hard core recidivist offenders? Don’t worry if you reoffend, there are no consequences. We’ll simply give you another chance. Clearly, this is not good enough.

“What is needed is a strong, effective youth justice system that provides early intervention in the lives of young offenders to ensure they do not embark on a life of crime. These figures make it clear that a major rethink of our youth justice system is needed to address the increasing rates of youth crime and recidivism,” concluded Mr Mark.
