Jim Peron, Kiddie Porn & Immigration Snub

Newstalk ZB reported yesterday that: "The Department of Labour has cancelled the business visa of Auckland bookshop owner Jim Peron. The American was barred from re-entering New Zealand in July [2005] after he went to Germany [in March 2005] to attend a conference." The Immigration Service moved formally to cancel Peron’s business visa on June 28 and he was given 21 days in which to lodge an appeal, setting out the reasons why he thought his three-year visa, due to expire in December 2005, should not be cancelled. His appeal has now failed. His lawyer John McKay is making no comment. Earlier this year the Rt. Hon. Winston Peters, Leader of the New Zealand First Party, "had accused Peron the owner of Aristotle Books of promoting the exploitation of children and young people for sexual purposes" [via the "gay" porn department of his business].

In Peter's view the New Zealand Immigration Service (NZIS) should not, under any circumstances, provide succour to those whose businesses serve as a cover for unsavoury persons proselytising for pro-paedophile perversions via printed propaganda.

Under section 3 (2)(a) of the Films, Videos and Publications Classification Act 1993 ("the Act"), any film, video, DVD, book, magazine or published article that "promotes or supports OR tends to promote or support" paedophilia, or any other of the offensive activities listed in s. 3(2); constitutes an "objectionable" publication. Any person(s) who supplies such material to the public or even has possession of it; commits a serious offence under the Act. The Chief Censor’s Office must classify such material as "objectionable" if it is submitted for classification.

On the 9th of March 2005, Mr Peters made a series of allegations in the House of Representatives, under parliamentary privilege, about a Jim Peron, an openly homosexual man who had recently obtained resident status in New Zealand. He alleged that Peron had been affiliated with NAMBLA (North American Man Boy Love Association), that he was a "paedophile" who supported adults being allowed to have sex with children, and claimed that he came to New Zealand to run a ["gay"] "porn shop" in the city of Auckland. He challenged the Hon. Paul Swain, Minister of Immigration, over the decision his department had made to allow such an unsavoury person as Peron into the country on a 3-year business visa, pointing out that in his view, he was disseminating [homosexual] porn that promoted and supported pro-paedophile ideas (homosexuals having sex with boys). Peters also noted that Peron was "the [executive] director and establisher of the Institute for Liberal Values".

Peters asked: "Does the Minister agree that allowing people to enter New Zealand under a business category that enables them to use New Zealand as a platform to promote their extreme political propaganda and contaminate minds with explicit pornography is of no benefit to New Zealand whatsoever and, further, puts our children in grave danger of sexual predators; if not, why not?"

The Minister replied: "If a person wanted to come to New Zealand and was guilty of the things the member said, that would not be acceptable to New Zealand or to New Zealanders."

At the time, Peron, described as "an openly gay man" in the media, went public on national television and vehemently denied any suggestion that he was a practising paedophile, or ever had been one. He failed to disclose that had published pro-paedophile articles. The "pro-gay activist media" such as GayNZ.com - a website he had regularly contributed articles to, joined Peron’s chorus-line of defence claiming that there wasn’t a shred of evidence that he advocated such sexual practices as paedophilia, let alone engaged in them. Later, Peron was to admit that he had been an advocate for such sexual activity "over 20 years ago", but then claimed that he no longer held such views.

Mr Peters then tabled in the House on the 29th of March 2005 an example of the sort of pro-paedophile publication that Mr Peron had been disseminating and had links with a pro-paedophile journal called "Unbound" (1987) containing a pro-paedophile essay written by Mr Peron and pictures of naked boys accompanied by salacious and sexually deviant commentaries.

The Society for the Promotion of Community Standards applied under s. 13(1)(c) of the Act to the Chief Censor’s Office to have the publication classified, arguing in its submission to the Office (dated 14 April 2005) that the publication was clearly "objectionable". Shortly afterwards, the Secretary of Internal Affairs, Mr Christopher Blake, aware that the Society had made a formal application, used his special powers under the Act to call the publication in. As a consequence, the Censorship Compliance Unit of Internal Affairs obtained a copy from the Clerk of the House of Representatives and submitted it to the Chief Censor’s Office for classification. The Society understands that Mr Peron did not attempt to defend the publication in any way and made no written submission to the Chief Censor’s Office.

In May 2005 the Office classified "Unbound Vol. 1 No. 4" [1987] as "objectionable" because it put forward a view of paedophilic relations "being loving, legitimate and desirable to both men and boys", while evading any discussion of why such relationships were exploitative and abusive. The dissemination and/or possession of "objectionable" material constitute a serious offence under the Act and a conviction for such an offence carries a large fine. Mr Peron was out of the country in Germany at the time the classification decision was released. Shortly after it was released, the New Zealand Immigration Service issued a decision that prevented Mr Peron from returning to New Zealand. Peron issued no public statement about the ruling issued by the Classification Office. However, the media reported that he intended to vigorously appeal the immigration decision that had blocked him from re-entering the country. His appeal has now failed and he cannot re-enter New Zealand to pack up his belongings or wind up his business affairs.

Mr Peters, who was described as a "homophobic member of Parliament" by Rodney Hyde MP for his "attacks" on Mr Peron, might now feel vindicated by the latest decision of the Immigration Service to turn down Mr Peron’s appeal. He has claimed as much in a party press release. Peter’s concern that there is a close link between promiscuous homosexual activity, the dissemination of "gay" porn and the promotion of paedophilia has been well documented. While it is fair to say that no evidence has been provided that Mr Peron is a practising paedophile, Mr Peters takes the view that his writings constitute him as a "paedophile apologist". In his view the New Zealand immigration service should not provide succour to those whose businesses serve as a cover for a "paedophile apologist" who seeks to proselytise for pro-paedophile views, contaminate minds with explicit pornography that is of no benefit to New Zealand whatsoever and, further, put our children in grave danger of sexual predators.
