The Case for Capital Gains Tax in a Progressive Economy

The government has reintroduced a minimal capital gains tax, to deal with rampant property price growth in Auckland? But do we need a more extensive CGT? Should we introduce a CGT for reasons of economic policy, or for fairness, or for both? This talk explains our current CGT rules, and looks at whether we should extend them. In particular, should extending the CGT rules be part of a left wing response to growing inequality in our country?

Deborah Russell is a senior lecturer in taxation at Massey University. She holds a PhD in Philosophy from the Australian National University. Deborah was the Labour candidate for Rangitīkei in the 2014 general election.
