Discussion of the 2017 Open Budget Survey Results

Will NZ retain its top rank in the 2017 Open Budget Index?
What about concerns regarding the scope/depth of opportunities for effective public engagement and for Parliamentary oversight?

On 30 January 2018 the International Budget Partnership will release the Open Budget Survey 2017 - the latest round of the world's only independent and comparative assessment of budget transparency, citizen participation, and oversight institutions in the budgeting process.

New Zealand consistently achieves high marks for availability of information. But is making information available enough? How is NZ performing on the "frontier" issue of fiscal transparency: direct public engagement in budget processes, fiscal policy design and implementation? And what can be done to support greater independent oversight of budget formulation and implementation, as well as to promote more effective accountability?
