Borland Helps Asia Pacific Government Agencies
To Boost Software Efficiencies

Government Agencies in Australia, New Zealand, and Korea Select Borland ALM solutions to Achieve Greater Operational Efficiency and Enhance Software Capabilities

Borland Software Corporation (Nasdaq NM: BORL) today announced that its ALM(Application Lifecycle Management) solutions have been selected by several government agencies across Asia Pacific to improve productivity and manageability across the application lifecycle. Borland ALM solutions are used to develop a wide-range of applications for government-sector customers including: CrimTrac Agency (Australia), Lotterywest (Australia), Ministry of Construction and Transportation (Korea), and the Supreme Court of Korea (Korea).

In addition, the New South Wales (NSW) Government (Australia) has approved the entry of Borland to the panel Standing Offer Agreement for Internet services and products, which will enable Borland to compete for business opportunities within these categories for the Government across NSW.

The Borland ALM solution - which covers the define, design, develop, test, deploy and manage phases of the application lifecycle - is being used by government agencies to help increase the productivity of their software teams by helping them work together and collaborate among people with different areas of expertise in the application lifecycle.

"As government agencies increasingly adopting e-Government initiatives to reduce costs and increase efficiencies, government agencies have obtained our ALM solutions to enhance their software capabilities, and, at the same time, improve the overall productivity of the entire development team," said Boz Elloy, senior vice president of software products at Borland.

Borland ALM solutions are also enabling Asia Pacific Government Agencies to integrate technology from a variety of vendors on multiple platforms, namely Java(tm), .NET(tm) and legacy systems.

"While Government requirements for high quality software applications have increased, government IT budgets have been reduced," said Elloy. "A complete application lifecycle management solution that integrates with existing systems and that does not lock customers into any technology or platform is therefore attractive to government organizations."

Australia's Federal, State and Territory Police forces use software and database solutions developed using technologies that span the develop, test and deploy phases of the application lifecycle (Borland® JBuilder(tm), Borland® Optimizeit(tm) and Borland® Application Server, Enterprise Edition). The solutions, which have been developed by the CrimTrac Agency, include the National Criminal Investigation DNA Database (NCIDD).
