FORMAL UNEMPLOYMENT RATE EXCEEDING 60 PERCENT, THERE IS NO
DEARTH OF CANDIDATES WHEN APPLICATIONS FOR INTAKE ARE
ACCEPTED, RATHER, VERY LONG QUEUES ARE THE NORM.)

CERTIFICATES AND THE NATIONAL IDENTITY CARD.
