1. ECONCHIEF CONTACTED UAE CENTRAL BANK OFFICIALS ON
THE MORNING OF APRIL 12, THE FIRST WORK DAY AFTER THE
RECEIPT OF REFTEL. SULTAN AL-SAKEB, THE HEAD OF THE
CORRESPONDENT BANKING DIVISION (WHICH IS RESPONSIBLE FOR
MATTERS PERTAINING TO FACILITATION OF TRANSFERS TO THE
TISA IN AFGHANISTAN), STATED THAT THE MOST EXPEDITIOUS
MEANS TO EFFECT THE PROPOSED TRANSFER WOULD BE FOR THE
FUNDS TO BE DEPOSITED - AS HAS BEEN THE STANDARD
OPERATING PROCEDURE FOR SOME TIME - INTO THE UAE CENTRAL
BANK'S ACCOUNT MAINTAINED AT THE NEW YORK FED. THE
ACCOUNT NUMBER THERE IS 021083077, REPEAT, 021083077.
THE USG FOUR MILLION USD TRANSFER TO THE TISA OUTLINED
REFTEL SHOULD BE ANNOTATED "FOR TRANSFER TO MINISTRY OF
FINANCE AFGHANISTAN, ACCOUNT NUMBER 1000-103700-002."

2. AL-SAKEB CONFIRMED THAT ONCE THE MONIES ARE
DEPOSITED INTO THE UAE CENTRAL BANK'S ACCOUNT IN NEW
YORK, HE WOULD BE ABLE TO EFFECT THE TRANSFER TO THE
TISA.
