1. Pol Chief conveyed reftel request to MFA Americas Dept.
Deputy Director Ayham al-Omar October 19, following up with a
diplomatic note. While the MFA official gave no substantive
response, in practice, Kuwait is already accepting such
passports and going out of its way to facilitate travel of
Iraqi officials.

2. Baghdad minimize considered.
