TRAINING AGREEMENT

1. (U) In response to the FAA's Office of International
Aviation Desk Officer's inquiry (ref.), only the Nigerian
Ministry of Aviation can authorize and sign a memorandum of
understanding for proposed FAA training at the Nigerian
College of Aviation and Technology (NCAT), according to the
Technical Assistant to the Minister of Aviation Chief I.E.
Awodu. Awodu and Captain Moses Gowon, Director of Safety and
Technical Policy at the Ministry of Aviation, informed
Econoff that NCAT has no authority to sign a memorandum of
understanding with FAA.

2. (U) If FAA needs further assistance, please contact
