Reftel talking points were delivered August 17 to the
Director of the Americas Division, Augustin Rutikara, in
Rwanda's Ministry of Foreign Affairs in Cooperation
(MINAFFET). Rutikara said he would deliver the talking
points immediately to the Secretary General. There was no
immediate response, but Rutikara reiterated the GOR's support
of the Proliferation Security Initiative (PSI).
