SUBJECT: SPAIN WILL SEND MORATINOS TO OSCE CONFERENCE ON
RACISM, XENOPHOBIA, AND DISCRIMINATION

1. (U) The Spanish MFA has told us that Foreign Minister
Miguel Angel Moratinos will be leading the Spanish delegation
to the Organization for Security and Cooperation in Europe
(OSCE) Conference on Racism, Xenophobia, and Discrimination
in Brussels on September 13-14. Alvaro Rodriguez Alvarez,
Acting MFA Director General for European and North American
Affairs, said that the GOS appreciates the high priority that
the US places on the OSCE Conference in Brussels. Moratinos
will be promoting Spain's proposal to host an OSCE Conference
on Anti-Semitism in Cordoba in 2005 as a follow up to the
2004 OSCE Conference on Anti-Semitism in Berlin.
Additionally, Moratinos will be attending General First
Council meetings with other EU foreign ministers while in
Brussels.
