1. POST WISHES TO SUBMIT AND/OR UPDATE THE FOLLOWING
NAMES AND INFORMATION TO CLASS IN ACCORDANCE WITH VIPER
PROCEDURES:

2. SPANISH DAILY PRESS OF OCTOBER 19, 2004 REPORTED
THAT THE SPANISH POLICE ARRESTED SEVERAL ISLAMIC
EXTREMISTS WHO WERE BELIEVE TO BE PLANNING SUICIDE
ATTACKS WITH EXPLOSIVES AGAINST THE SPANISH NATIONAL
HIGH COURT AND OTHER SIMBOLIC BUILDINGS IN MADRID. THE
ARRESTS TOOK PLACE IN DIFFERENT LOCATIONS IN SPAIN.
ACCORDING TO THE INVESTIGATION, THEY WERE RECRUITED AND
LEADERED BY MOHAMED ACHRAF, WHO WAS ARRESTED IN
SWITZERLAND ON AUG. 28, 2004, AT THE REQUEST OF SPANISH
AUTHORITIES. THE MAJORITY OF THE TERRORIST ISLAMIST
CELL MEMBERS ARRESTED, INCLUDING ACHRAF, MET DURING
2001 AND 2002, IN THE SPANISH PENITENTIARY OF TOPAS IN
SALAMANCA SPAIN, WHERE SOME WERE SERVING SENTENCES FOR
CRIMINAL RELATED ISSUES AND OTHERS FOR TERRORIST
ASSOCIATION AND MEMBERSHIP IN THE ALGERIAN TERRORIST
ORGANIZATION GIA AND/OR ITS RADICAL ARMS THE "SALAFIST
GROUP FOR THE PREACH AND COMBAT" AND "TAKFIR WAQ
HIJRA". DURING THIS TIME, ACHRAF MANAGED TO INFLUENCE
THE ISLAMISTS TOWARDS RADICAL POSITIONS AND THE
PRACTICE OF THE "JIHAD". ALTHOUGH THEY WERE DISPERSED
AMONG OTHER PRISONS, THEY LATELY MAINTAINED A FLUID
CORRESPONDENCE AND CLOSE CONTACT BETWEEN THEM AND ALSO
WITH OTHER OUTSIDER RADICAL EXTREMISTS AND TERRORIST
SUSPECTS.

IDENTIFICATION UNDER THE NAME OF FRENCH NATIONAL MIKAEL
ETIENNE CHRISTIAN LEFEVRE. THE SPANISH GOVERNMENT
REQUESTED HIS EXTRADITION ON OCTOBER 22, 2004, FOR
TERRORIST ORGANIZATION MEMBERSHIP AND ATTEMPTED
ASSASINATION.
