1. THE VISAS VIPER COMMITTEE MET ON NOV. 8 AND ON NOV. 29,
2004, AS PART OF MADRID INTERAGENCY COUNTERTERRORISM WORKING
GROUP AND WAS CHAIRED BY THE CHARGE, ROBERT MANZANARES. THE
CHARGE EXPRESSED HIS APPRECIATION FOR THE CONTINUING STRONG
COOPERATION AND COMMITMENT TO THE PROGRAM BY ALL AGENCIES AT
POST.

2. DURING THE MONTH OF NOVEMBER 2004, MADRID SUBMITTED
EIGHT VISAS VIPER CABLES IDENTIFYING SEVENTY-ONE
INDIVIDUALS, TWENTY-FOUR SUSPECTED MEMBERS OF ETA AND FOURTY-
SEVEN SUSPECTED MEMBERS OF ISLAMIST TERRORIST GROUPS LINKED
TO AL-QAEDA.

3. CABLES REFERENCE NUMBER: MADRID 04322, 04386, 04387,
04388, 04389, 04474, 04523, 04524.

4. IN ADDITION, POST HAS SUBMITTED THREE TIPPIX MEMORANDUM
CONTAINING TEWNTY-SIX PHOTOGRAPHS OF SUSPECTS.
