Poloff delivered the demarche on U.S. positions for UNCHR-61
(reftel) to Carlos Roman, the Foreign Ministry's Director of
Human Rights, on 3/11/05. Roman had no immediate comment,
but said that he was departing for Geneva that night and that
he would distribute our points at the Ministry and bring a
copy with him to Geneva.
