THE UN AND ITS SECRETARY GENERAL. ONE OF THE REASONS FOR THIS
IS PROBABLY THAT THE REFORMS PROPOSED BY KOFI ANNAN HAVE
FINALLY TRIGGERED A MEASURE OF INTEREST IN THE U.S. ALSO, IF
ANNAN WERE TO RESIGN, WASHINGTON WOULD HAVE TO DEAL WITH
SOMEONE LESS EASY TO MANEUVER. FOR THE AMERICANS, KOFI ANNAN
IS NOT THE WORST CHOICE, AND HIS DESIRE FOR REFORM IS
