SUBJECT: HUMAN RIGHTS VETTING APPROVAL FOR SOCCENT JCET IN
YEMEN: CYE2005JCET002N

1. The following statement is provided to verify the human
rights vetting process: at this date the Embassy verified
that Post possesses no credible information of gross human
rights violations by any members of the Yemen CoastGuard
(YCG).

2. Additionally, the following human rights vetting
information is provided:

A. Specific host nation units to be trained: members of the
YCG consisting of approximately 20 personnel.

B. Estimated number of personnel from participating unit:
about 20 personnel.

C. Certifying country team official: Pol/Econ Chief Shayna
Steinger.

D. Current threat assessment: High.

E. This MSG grants country team approval on human rights
vetting requirements for NAVY JCET in Yemen CYE2005JCET002N.
