1. This is an action request.

2. JUSMAG THAI has requested that the Embassy/State
Department complete human rights vetting for units that have
been selected to participate in the DIILS, "Human
Rights/LOAC" course scheduled from May 16 - 20, 2005. To
meet internal DOD advance deployment deadlines, they have
requested that the review of human rights reports and files
be completed no later than MAY 20,2005, if possible.

3. Participants in the Exercise are as follows:

2nd Cavalry Division
Special Warfare Center/Command

3. Post has recent information indicating that 7 individuals
from the 2nd Cavalry Division and 11 persons from the Special
Warfare Command have links to human rights abuses. Post
determined that none of those persons will participate in the
Human Rights Course described in this message and thus
cleared the units for human rights vetting purposes.
