TWO PALESTINIANS INJURED IN INTERNAL AL-AQSA MARTYRS
BRIGADES CLASH IN RAMALLAH

This is a joint ConGen Jerusalem/Embassy Tel Aviv cable.

1. (SBU) Summary. Four Palestinian family members were shot
and killed in Jabaliya in Gaza June 14, when an internal
family dispute between two brothers turned violent, according
to UNRWA. In the West Bank, the IDF entered Dura, west of
Hebron on June 14, and shot and injured two Palestinians in
clashes there, according to Palestinian newspapers. End

2. (SBU) ATTACKS:

-- Deaths: Nil.

-- Injuries: The IDF shot and injured two Palestinians in
clashes during an incursion in Dura, west of Hebron, on June
14, according to Palestinian newspapers.

3. (SBU) POLITICAL DEVELOPMENTS:

-- PA Prime Minister Quraya' told Palestinian media June 14
that he may suspend the Cabinet's activities if there is not
effective action to stop armed chaos and to enforce law and
order.

4. (SBU) ATTACKS:

-- Deaths: A total of four members of the Aziz family were
shot and killed in Jabaliya June 14, when an internal family
dispute between two brothers turned violent, according to
UNRWA.

-- Death: UNRWA reported that a Palestinian, injured in an
explosion in Beach camp June 13, died of his injuries June 14.

-- Injury: Nil.

-- Mortars/Rockets: The IDF reported that Palestinians
militants fired one mortar shell at Netzarim settlement and a
second at Toufah Crossing June 14.

-- Shootings: Palestinians launched a total of four shooting
attacks at IDF and Israeli settler targets June 14-15,
according to the IDF.

-- Shootings: UNRWA reported that Palestinian militants shot
down an IDF observation balloon over Rafah June 14 and
confiscated its contents.

5. (SBU) PALESTINIAN SECURITY FORCES:

-- UNRWA reported that PA security forces, in cooperation
with the IDF, located and destroyed a smuggling tunnel in the
al-Salaam Quarter of the Rafah refugee camp June 14.

6. (SBU) BORDER CROSSINGS:

-- Route Four (Salahadeen Road), the main north-south traffic
artery, was open June 15, with a major detour at Netzarim
Junction.

-- Erez Crossing was open June 14, and 4,460 laborers and 525
merchants crossed into Israel.

-- The Erez Industrial Zone was open June 14, and 615
laborers entered.

-- Sufa Crossing was closed for Palestinians June 15, but was
open for the import of aggregates used in construction.

-- Karni Terminal was open June 15.

-- Rafah Terminal was open for arrivals and departures June
15.

-- Tel al-Sultan checkpoint was closed June 15. Toufah
checkpoint was open for residents of al-Mowassi, except males
aged 16-30.
