(SBU) On June 8 emboff spoke with Antonio Pinto, Director of
the Civil Aviation Institute of Mozambique (IACM). Mr. Pinto
is Mozambique's delegate to ICAO. Pinto, who had earlier
reviewed a copy of the demarche non-paper, immediately
expressed skepticism that ICAO needed any structural reform
concerning the roles of the presidency and secretary general.
He said that the reform suggestions were "all reasonable,"
but he questioned the motives. For example, he said that a
two-term limit was a "generally acceptable" idea but asked
why it had to be brought to the table at this particular
time. Pinto did not offer his opinions on specific
candidates for positions, and emboff decided it was prudent
not to ask under the circumstances.
