SUBJECT: ECUADOR TO SUPPORT U.S. HUMAN RIGHTS CANDIDATE
1. (SBU) MFA U/S for Multilateral Affairs, Julio Prado, told
PolChief on June 2 that he had instructed Ecuador's OAS
mission to support the candidacy of Prof. Paolo Carozza for
commissioner on the IACHR. Prado said the GOE had the
highest estimation of Carozza's qualifications and expressed
appreciation for being personally introduced to Carozza by
A/S Noriega at recent OAS meetings.
