RESOLUTION ON UN REFORM

2. (U) On July 8, Charge met with Cesar Gouveia, Director of
the Department of International Organizations and Conferences
(DOIC) at the Ministry of Foreign Affairs to deliver reftel
talking points expressing USG concerns over the G-4 framework
on UNSC reform. (Note: Both the Minister and Vice Minister of
Foreign Affairs were unavailable due to their participation
in a three-day meeting of ministers and vice ministers that
began July 8. End note).

3. (SBU) Gouveia stated that there was significant pressure
surrounding UNSC reform and that he expected extensive debate
on the issue. Gouveia was clear that the GRM supported the
AU resolution that would grant an additional two permanent
seats for Africa on the UNSC. Gouveia stated that the GRM
recognized the importance of UN reform and indicated that
reaching consensus would be important to the initiative as a
whole. He also asserted that the GRM was open to continued
dialogue, but again noted that it would continue to support
the AU position.
