SUBJECT: COLOMBIA'S CANDIDATE FOR THE INTER-AMERICAN
INSTITUTE FOR THE CHILD AND THE ADOLESCENT


1. Post received on August 2 dipnote DPM/CAI No. 39477 dated
March 16 requesting U.S. support for Geraldo Burgos Bernal's
candidacy as Director General of the Inter-American Institute
for the Child and the Adolescent with Burgos's CV (dipnote
and CV faxed to WAH/AND). The candidacy is to be proposed to
the OAS SYG at the 80th Ordinary Meeting in Mexico City
August 22-23.

2. The dipnote specifies Burgos's expertise in public
administration, including social security, planning,
government contracting, public awareness, policies and
programs for development of vulnerable communities, and in
particular for children and adolescents. Also noted is
Burgos's 17-year career directing programs in the GOC and
Bogota Ministries of Health and in the GOC Family Welfare
Institute with special reference to fiscal management and
child and adolescent development. Burgos's CV lists
graduation and subsequent specialization in public
administration from the Superior School of Public
Administration in Bogota and a 2003 Diploma in current
methods of quantitative analysis and research from the
University of the Andes.

3. Post notes that the GOC has without fail supported U.S.
candidacies for international boards and commissions.
