1. Embassy delivered reftel talking points to Carlos
Cordero, Deputy Chief for Multilateral Affairs, on November
8. In a follow-up conversation with Poloff on November 10,
Cordero stated without reservation that Costa Rica would
oppose any no-action motions raised with respect to the human
rights resolutions discussed in our demarche. He stated that
the GOCR has always opposed no-action motions, and in the
past has voted for human rights resolutions against each of
the named countries, both at UNGA and UNHRC.

2. Cordero could not comment specifically on the two
U.S.-sponsored resolutions concerning the UN elections
monitoring body and the impact of corruption on human rights.
He stated that his office is conferring with the Costa Rican
delegation to the UNGA to better understand the issues
presented in the resolutions.
