SUBJECT: FINLAND INCREASES ITS CONTRIBUTIONS TO PAKISTANI
RELIEF EFFORT

1. (U) Responding to the reftel demarche, MFA officials
noted that they would increase their Pakistan earthquake
relief assistance by another EUR 4M (approximately USD
4.4M). This increase--pending Parliament approval--would
bring Finland's total official contribution to over EUR 9M
(or approximately USD 11M).

2. (U) Finland current official contributions are as
follows:

--1.0 M EUR to Red Cross Field Hospitals
--2.7 M EUR for the purchase of 6,000 winter tents
--1,000 winter tents from the Ministry of Defense/Interior
(valued at 0.8 M EUR)
--0.3 M EUR for building materials and health care
(through FinnChurchAid)
--0.15 M EUR for hospital construction
(through the Finnish Evangelical Lutheran Mission)
--31 medical personnel and other experts
--2 experts to UNDAC team
--2 Finnish rescue force experts to UN Support Team

3. (U) In addition, Finland's private contributions are as
follows:
--185,600 EUR from private donations to FinnChurchAid
--50,000 EUR from private donations to the Finnish
Evangelical Lutheran Mission

4. (U) The GoF plans to send Matti Pullinen, Deputy Director
General for Americas and Asia, to the Pakistan Donors
Conference on November 19.
