(U) Poloff delivered reftel demarche to Hannele Tikanvaara,
counsellor in the MFA's Unit for Latin America, on Nov. 15.
Tikanvaara said that Finland will likely provide assistance
to the OAS Mission in Colombia. The Finnish Embassy in
Washington is discussing the type of assistance-- financial
or in-kind-- with the OAS. The GoF is already preparing to
include the necessary appropriations in a supplemental
development assistance bill for the final quarter of 2005 or
first quarter of 2006.
