(C) PolCouns delivered ref demarche to Vice Minister for
Multilateral Affairs Alejandro Borda on November 8,
requesting Colombian support for the country specific and
thematic human rights-related resolutions before the UN Third
Committee, as well as to oppose no action motions. Borda
indicated that, because Colombia is an agenda item of the
Commission on Human Rights, the GOC would likely abstain on
the country specific resolutions and on any no action
motions, as they have done in the past. On November 11,
Ambassador pressed Foreign Minister Barco to shift from
abstention on no action motions and the country specific
resolutions. She agreed to review the GOC position.
