ANTI-DUMPING CASE

1. Post received on November 7, a letter dated August 10, 2005,
from the Department of Trade Defense of the Ministry of
Development, Industry and Foreign Trade notifying the USG that
it plans to proceed with an anti-dumping investigation on
polycarbonate resins in powder, flake, granulated or pellet
form, at a fluidity index between 1.0 and 59.9g/10min.

Brasilia, August 10, 2005

I refer to the petition filed by the Policarbonatos do
Brasil S.A. company, requesting a dumping investigation to
determine damage and causal connection on exports to Brazil
of polycarbonate resins in powder, flake, granulated or
pellet form, at a fluidity index between 1.0 and
59.9g/10min, originating from Argentina, the United States
of America and the European Union, proceeding no. MDIC/SECEX
52100.0234415/2004-69.

In accordance with Article 21 of Decree no. 1602 of August
23, 1995, please be notified that the Secretary of Foreign
Trade of the Ministry of Development, Industry and Foreign
Trade, decided to initiate an investigation; see Circular
SECEX no. 49, of August 5, 2005, published in the Diario
Oficial da Uniao on August 9, 2005. We are attaching a
copy, in accordance with art. 61 of this decree.

Attached is a copy of the complete text of the above-
referenced petition, per paragraph 4 of art. 21 of the cited
decree.

Pursuant to art. 27 of Decree 1602 of 1995, please be
informed that questionnaires will be sent opportunely to the
following U.S. producers and exporters: Bayer Material
Science LLC, Clariant Masterbatches Division, Donnelly
Custom Manufacturing Company, DSM Engineering Plastics,
Inc., General Electric Plastics B.V., LNP Engineering
Plastics, Maxi Blast Inc., Perlos Inc. and Trelleborg Dowty
Malta.
