(U) Poloff delivered reftel talking points to the Czech MFA's
International Law Department on Nov 16, 2005. The MFA
informed us on Nov 21 that the MFA recommends support for the
new protocol. FM Cyril Svoboda plans to present the
recommendation to the government for approval on Nov 30.
