1. (SBU) SUMMARY: Although the GOC supports
evolutionary change in internet management and the
use of existing institutions to continue the
dialogue about internet governance, Croatia will
most likely support the eventual EU position at the
WSIS. END SUMMARY.
2. (SBU) Deputy State Secretary Diana Simic of the
government's Office for "e-Croatia," told Econoff on
November 10 that the GOC supported evolutionary
change in internet management and associated itself
with the "constructive contributions" of New Zealand
and Singapore regarding the use of existing
institutions to continue the debate on internet
governance. Simic said that the Croatian delegation
had attempted to influence the EU position at the
Prepcom III meeting in Geneva. However, she
conceded that the GOC would support a common EU
position at the Summit.
3. (SBU) Simic said President Stipe Mesic will lead
the Croatian delegation to the WSIS, which will
include representatives from the President's office,
the Ministries of Foreign Affairs, Science, Culture,
and Development (which has competence for
telecommunications), as well as the e-Croatia
office.
