(SBU) On June 28 Polecoffs delivered reftel points
to Ann Hanni, MFA Director for External Trade, on
the WTO Doha Round negotiations. Hanni held the EU
line, and asked the U.S. to give more consideration
to WTO DG Lamy's "triangle." Due to the deep
political divisions within the EU over the
concessions already on the table, Hanni was not sure
Commissioner Mandelson has any further room to
maneuver. However, during our discussion, Hanni
privately admitted that the EU's position did not
mesh with Estonia's own free market tradition.
Before EU membership, Hanni said that Estonia's
agricultural sector was one of the most open in the
world but has since introduced "illiberal"
mechanisms in place to be in harmony with EU
obligations. Acknowledging the sensitivities of the
subject within the EU, we recommended that Estonia
continue to voice this sentiment within EU fora.
